Background
Dr. Rowen earned her medical degree from the University of Maryland School of Medicine, graduating cum laude and Phi Beta Kappa. She completed her surgical internship at Johns Hopkins Hospital, followed by a two-year research fellowship at the prestigious Wilmer Eye Institute.
Her early research experience includes work with the National Institutes of Health (NIH) and the National Cancer Institute, where she focused on ophthalmic and medical innovation. She then completed a three-year residency in Ophthalmology at the University of Maryland, honing her expertise in both medical and surgical eye care.
Dr. Rowen has served as a Clinical Instructor at Johns Hopkins Hospital and a Clinical Assistant Professor at the University of Maryland, contributing to the education of future surgeons. She is an active member of several professional organizations, including:

Dr. Rowen gained international recognition after being one of the first ophthalmologists in the United States to perform “instant vision” cataract surgery—an approach that replaces needle injections with anesthetic drops and uses micro-incisions that heal naturally without stitches.
She was also the first physician to offer the earliest FDA-approved accommodating lens, setting a new standard for functional visual outcomes after cataract surgery. Over the years, she has continued to advance the use of premium intraocular lenses (IOLs) to help patients achieve sharper vision at multiple distances. Her leadership in the field led her to serve as one of ten investigators in a national study on implantable contact lenses beginning in 1997.
Since 1996, Dr. Rowen has performed over 10,000 laser eye surgeries with a remarkably low enhancement rate of only 3%, far below the national average. She uses the ALLEGRETTO WAVE™ laser platform for refractive surgery—one of the fastest and most precise lasers in the country.
In addition to her expertise in laser and cataract surgery, Dr. Rowen also performs blepharoplasty (eyelid surgery) to rejuvenate the eye area and restore a more rested appearance.
